Authorized use only

Every search should have a permitted purpose.

Access to Probbl is limited by agency, role, assignment, and declared purpose. Customers are responsible for establishing a lawful basis and ensuring use complies with their policies and applicable law.

Probbl does not independently determine whether a particular search requires a warrant, subpoena, consent, emergency justification, or other legal process.

Agencies map their own policies to Probbl’s purpose codes. A valid purpose code permits the system to process the search; it is not an independent legal conclusion.

Administrators may authorize automatic searches triggered by dispatch events, plate reads, geofenced incidents, or other system-to-system inputs without an individual user initiating the query.

Human judgment

Probbl informs decisions. People make them.

A Probbl is a contextual indicator—not a determination of identity, intent, risk, or wrongdoing. Users must evaluate the underlying information in light of training, policy, and circumstances.

Probbl may rank people, relationships, or events by operational relevance. The agency remains solely responsible for how that ranking affects an encounter or investigation.

What “not a decision-maker” means +

Probbl does not issue citations, make arrests, establish probable cause, or authorize investigative steps. It may recommend which records to review, which relationships appear relevant, and which subjects warrant attention.

Context Pulse may initiate a system search, create a person-level brief, and route that brief to field personnel before any individual user has selected the person. Recommendations can materially shape which information a user sees first. This prioritization is considered decision support rather than an enforcement decision.

Data integrity

Uncertainty should remain visible.

Probbl preserves provenance and separates source assertions from derived conclusions. Confidence labels communicate the strength of a match—not the truth of the underlying record.

“Verified source” means the data feed is authenticated. It does not mean every record supplied through that feed is accurate, current, complete, or uncontested.

How corrections affect the graph +

When an originating source corrects or deletes a record, Probbl updates that observation’s status and recalculates affected confidence scores.

Prior derived relationships may remain in historical views where required for audit, model evaluation, or explanation. A correction does not necessarily erase the fact that the system previously asserted a connection.

Transparent action

Every use should be reviewable.

Probbl records user searches, system-triggered briefs, source exposure, exports, signal decisions, administrative changes, and downstream sharing.

Audit visibility is provided to designated agency administrators. It is not automatically available to the people whose information was searched.

What appears in an audit event +

Each event records the user, purpose code, query, entities viewed, sources revealed, actions taken, connected system, device, time, and applicable supervisor chain.

System-initiated exposure is logged even if a user does not open the resulting brief. Aggregate transparency reports may exclude details that reveal investigative methods or licensed-source coverage.

Privacy

Collect less. Control more.

Probbl does not need to collect new information directly from community members. It helps authorized users work with information already available through connected sources.

“No new collection” means Probbl itself does not need to observe the person. Connected commercial and partner sources may continue collecting and licensing new observations.

How minimization works +

Minimization controls which records and attributes are visible to a given user or workflow. It does not necessarily prevent those records from being ingested, resolved, scored, or retained elsewhere in the platform.

Customers may suppress protected characteristics as displayed fields while retaining correlated location, household, purchasing, or relationship variables needed by configured models.

Access and correction

Records should have a path to review.

Probbl supports agency-managed workflows for reviewing disputed identity links and propagating verified corrections through derived entities.

Boundary of responsibility

Probbl does not directly authenticate or adjudicate requests from members of the public. Requests are routed to the customer agency or originating source.

Who can request a correction +

Authorized agency users can challenge a match at any time. Public access, notice, appeal, and correction rights depend on the customer’s jurisdiction, policy, and applicable exemptions.

Removing an identity link from active results does not require deletion from immutable audit history or derived-model evaluation datasets.

Governance controls

Policy should travel with the data.

Probbl applies source restrictions, agency rules, and purpose controls as records move through the platform.

Require a stated investigative, operational, or administrative reason before access.

Administrators define which reasons satisfy local policy.

Role boundaries

Restrict source classes, fields, exports, and actions by job function and assignment.

Hidden attributes may still contribute to derived scores.

Use monitoring

Detect high-volume, off-hours, personal, or otherwise anomalous user behavior.

Customer administrators determine whether an alert constitutes misuse.

Retention policy

Set visibility and archive periods for observations, identities, edges, and signals.

Audit and model-evaluation records may follow separate retention.

Is Probbl a surveillance platform?+

Probbl is a context-intelligence platform. It does not require Probbl-operated cameras, sensors, or direct observation. It unifies information supplied by agency systems and legally accessible third-party sources, some of which may originate from persistent observation.

Does using Probbl require a warrant?+

That depends on the source, purpose, jurisdiction, and facts. Probbl provides access controls and process support; the customer is responsible for determining the legal authority required for each use.

Does Probbl predict crime?+

No. Probbl identifies patterns, deviations, relationships, and contextual relevance. Context Pulse may use those outputs to initiate a Priority Context alert or determine who receives attention first, but Probbl does not characterize the result as a prediction of criminal behavior.

Can Context Pulse initiate attention before a report?+

Yes. Where customer policy permits, an alert may be generated from a material change in connected context without a named complainant, reported offense, direct agency observation, or individual user search. Probbl does not independently determine whether the alert supports observation, voluntary contact, detention, or another response.

Can a person find out whether they are in the graph?+

Requests are handled by the customer agency or originating source according to applicable public-records, privacy, investigative, and contractual rules. Probbl does not provide a public self-search tool.

Can an agency delete a person’s data?+

Agencies can remove or suppress customer-controlled records, subject to retention obligations. Licensed source records, shared records, audit history, and derived-model artifacts may be controlled by separate policies.
